Sebastian was a fishing village by the 1870s and was officially founded in 1882 as St. Sebastian, a name the town later shortened while the river kept it. German immigrant Paul Kroegel, who homesteaded on the west bank of the lagoon in 1881, stood guard over the brown pelicans of nearby Pelican Island, and in 1903 President Theodore Roosevelt made the island the country's first national wildlife refuge. In the late 1950s, General Development Corporation laid out streets and drainage for roughly 15,000 home sites, the groundwork for the residential city most people know today.
